Gary Bacher serves as Chief Strategy Officer for the CMS Innovation Center and supports the HHS Secretary on Value-Based Care Transformation.  Through these roles, he is responsible for helping steer and direct the development of new models and initiatives impacting value-based care.

Prior to entering government service, Gary co-founded Healthsperien, a DC-based health consultancy, lead health policy development for AHIP, and served in legal, business development, and public policy capacities at UnitedHealth Group.  He previously served on active military duty as Assistant to the Army General Counsel at the Pentagon during which time he was detailed to the White House Counsel’s Office.  Gary holds a JD from Stanford Law School, an MPA from Princeton University’s Woodrow Wilson School, and a Bachelor’s degree from Georgetown University, where he also serves as an Adjunct Assistant Professor.
